Isnt the voice telling any particular story know as the narrator?

Another meaning of "voice" is the perspective or character that the writer is working to portray and to help you know better. Voice might be used to show the age, gender, thinking, place where the character comes from (perhaps through the use of a particular dialect), personality and many other characteristics the the author is sharing, via his/her writing about the character.

That is correct. There are first person narrators and third person narrators, each type is used to give a different perspective on the story.
